Immigration forms part of the ambitious National Development Plan (NDP). In order to achieve the set goals of the NDP the Department of Home Affairs (DHA) has adopted a quintal strategic plan for the period 2015-2020. This plan gives a holistic vision aiming at securing identity and citizenship, managing immigration securely by maximising security and improving the delivery of these critical services. What it implies to achieve such high goals need to be looked at more closely and I would like to do so here.

To complete the billion Rand modernisation programme and introduce a National Identity System (NIS) along with digitisation of DHA systems – practically replacing outdated IDs with ID smart cards by 2019; these measures should alleviate – but probably not eradicate – the issue of identity theft and false identity documents.
